To squash down the political outcry, the Police Prefect Stefan Zävoianu (Visan Nävodeanu) conveniently assigns the cases to a commissioner from the "Morals Division" (prostitution, thieves), Tudor Moldovan, hoping that he will fail to get to the bottom of the case.
