Mixed into the destruction of Jones is a common builder, Frank Thorogood, who is given the unenviable task of trying to please Jones by rebuilding his estate and to watch him per Jones' manager's instructions. Thorogood's life is so far removed from all of the sex and drugs that he sees, that he envies and desires the tawdry life as well, but never quite fits in. Unfortunately, at least according to this film and according to a supposed death bed confessional of Thorogood in 1993...

It is in this awkward and extremely one sided affair that the unfortunate Gilbert has to constantly, while working for the town's slowly dying Convenience Store, take care of his younger brother Arnie. Gilbert's life, his future, is thwarted he know this, but it is in this Guardian Angel that his love and bond for Arnie cannot, and will not, be let go. Murphy and the project pilot have differences going back to Vietnam. The conflict between them continues to heat up as Murphy begins to suspect that Blue Thunder is more than has been disclosed.
