In New Orleans after 'Katrina', the partner of Detective Andy Devereaux is found dead, so Devereaux is teamed up with Stan Green. During the investigation, an undercover DEA agent is murdered by two dirty police officers. A psychologist, Nina Ferraro, has successive interviews with Andy, Stan and the two detectives. Meanwhile, the FBI also investigates the corruption in the police force headed by Agent Brown.

A 24 hour period in the lives of Fausto and Jesus, two undocumented Mexican day-laborers in L.A. Each day another task, each day the same pressure to find money. They go about their daily routine, standing on the corner at the Home Improvement Store waiting for work to come. Today, the job they are given is well paid compared to their poor usual wages. Today, Jesus carries a shotgun inside his backpack.

In Las Vegas, school teachers Robinson and his wife Elizabeth are trying for a baby. While horse riding through the desert one evening, Elizabeth witnesses the execution of two coyotes and an illegal immigrant by the human trafficker Jimmy Dolan and decides to report the incident to the police. However, she loses her cellular and Dolan finds it, tracks her address down and threatens her. Elizabeth goes to the FBI with Robinson and they move to a safe house under the protection of two agents. When Elizabeth sneaks from the house to buy pregnancy tests, her car explodes and she dies. Robinson decides to avenge Elizabeth's death.
